Maybe they have fixed the issue in the software version of Xubuntu 24.10, but unless they see it as an actual issue, it may remain with this behavior in Xubuntu 24.04.
It depends a lot on what method you use to enable the so-called “dark mode” in Xfce. They might have fixed the issue in the version which ships with 24.10, but not with 24.04.
In any case, you can always use GNOME Tweaks, GNOME Control Center and the Gradience app mentioned earlier to change GNOME-based applications themes, even when running under Xfce.
